The Shared Services Manager simplifies the process of publishing content to Esri’s ArcGIS Server. Anyone who knows how to create a map package or layer package in ArcGIS Desktop, can publish optimized map services in ArcGIS Server using the Shared Services Manager. The Shared Services Manager also allows organizations to leverage ArcGIS Server across departments or agencies by granting publishing rights without granting administrative rights to ArcGIS Server. Instead of publishing being the task of an ArcGIS Server administrator, the Shared Services Manager allows GIS users to be Publishers. In fact, publishers do not even need a valid windows account for publishing to ArcGIS Server, making it possible for you to grant publishing rights outside of your organization.
